TS2023 Parliamentary Update: The Bill Was Not Passed, But Our Advocacy Is Just Beginning!

The parliamentary bill and petitions aimed at automatically extending the status or creating a direct Permanent Residency (PR) pathway for Turkish citizens under the TS2023 special measures did not pass the Federal Parliament.

The parliamentary bill and petitions aimed at automatically extending the status or creating a direct Permanent Residency (PR) pathway for Turkish citizens under the TS2023 special measures did not pass the Federal Parliament.

With Immigration, Refugees and Citizenship Canada (IRCC) aggressively pushing to lower temporary resident volumes across the country, political gridlock in Ottawa has resulted in a disappointing setback for our community.

Is This the End of the Road? Absolutely Not.
While this news is understandably causing immense anxiety across our community, it is vital to understand the Canadian immigration system's legal framework. A parliamentary bill is not the only way to secure our status. In fact, special humanitarian programs in Canada are rarely managed by parliament—they are governed directly by the administrative power of the Minister of Immigration.

The Reality of Systemic Inequality
When we look at Canada's current immigration landscape, a clear pattern of inequality emerges. Time and again, the Minister of Immigration has utilized temporary public policies to extend work permits and establish transition pathways for various international communities facing crises.

Those programs did not rely on parliamentary bills; they were updated, extended, and sustained through direct ministerial interventions.

The Turkish community arrived here through the exact same legal mechanism. We did not ask for social assistance; we entered the workforce immediately, paid taxes, filled critical labor shortages, and built new lives. Closing the door on Turkish earthquake victims while extending similar protections to other cohorts is a stark double standard. The administrative authority that created the TS2023 program possesses the full legal power to extend it.

What Happens Next? We Will Make Our Voices Heard Louder Than Ever!
Now that the legislative path in Parliament has stalled, we are taking our fight directly to the administrative corridors of power. We are pivoting our entire strategy to target the IRCC bureaucracy and the Minister of Immigration directly. We will not quietly let our permits expire; we will make our voices heard louder than ever before.

Moving forward, our coordinated community and legal strategy will focus on these urgent fronts:

Amplifying Our Collective Voice (Direct Advocacy): We are launching a high-intensity lobbying campaign targeting local MPs and the Minister of Immigration. We will present hard economic and integration data showing exactly how much Canadian businesses will lose if they forcibly deport our skilled workforce.

Securing Your Legal Status (Visitor Records): For community members whose TS2023 work permits are nearing expiration, it is critical to maintain legal status within Canada. You must apply for a Visitor Record before your current permit expires to enter "Maintained Status" and buy valuable time while our collective advocacy continues.

The doors of Parliament may have closed, but the Minister's desk remains open. It is time to unite, organize, and push harder than ever for the fair treatment our community deserves. Stay tuned to this page for upcoming templates, petition links, and coordinated actions.
